1989 International School bus with a DT360

I bought a bus in southern Florida and drove it 1000 miles to Louisiana. It's a DT360. No speedometer but the tach read 3200 rpm all the way. Water temp at 180 and oil pressure at 50. I've heard that 3200 is too much but the head mechanic at the school district says that I can run it all day like that. It does have a governor. Any thoughts out there?
